This is the original Krystal Flash from Hareline Dubbin'. Used on dozens of patterns as a tailing material, wing material, and to add a bit of extra sparkle to bodies. It is a fiber material imprinted with sparkling pin-points of light-reflecting Flashabou-like material. It adds sparkle that imitates gill and scale flashes or just attracts attention. Add this material to just about any streamer pattern to increase takes.
